Chicago Lawyers’ Committee’s Testimony Opposing the SAVE Act

Ami Gandhi, Director of the Midwest Voting Rights Program, provided testimony on behalf of Chicago Lawyers’ Committee for Civil Rights before the Illinois House Ethics and Elections Committee regarding the consequences of the Safeguard American Voter Eligibility (SAVE) Act being considered by Congress. The SAVE Act is one of the most significant threats to our democracy and to the right to vote in modern U.S. history. 

The SAVE Act would: 

  • Impose extreme documentation requirements that would create one of the harshest voter suppression laws nationwide. 

  • Effectively eliminate mail voter registration and upend online registration. 

  • Mandate states to conduct ongoing voter purges that rely on databases with well-known unreliable records. 

  • Subject election workers to harsh criminal penalties for helping voters participate in our democracy. 

Chicago Lawyers’ Committee for Civil Rights strongly opposes the SAVE Act and urges Illinois officials to help protect the right to vote for Illinois citizens, including through the passing of already introduced bills in the General Assembly that promote voting rights, such as the Illinois Voting Rights Act of 2025 introduced by Rep. Kam Buckner alongside United Congress of Community and Religious Organizations (UCCRO) and Chicago Lawyers’ Committee.
